Holly served as the Public Trustee of El Paso County, a political appointment by Governor Bill Owens, from 1999 to 2007. She quadrupled net revenues returned to El Paso County from $281,000 in 1999 to more than $1.2 million in 2005 and reduced the operating cost per transaction of the office from $26 per transaction to $10 per transaction.

Holly was elected by her peers to serve as President of the Colorado Public Trustee’s Association in 2002-2003. She also served as a caseworker for Congressman Lamborn’s district office and assisted individuals with the resolution of problems with federal agencies.

In 2013, Holly continued her service to the El Paso County Republican Party working as the caucus and county assembly coordinator, organizing more than 200 precinct caucuses. In 2014 she trained the volunteers and organized the El Paso County Assembly.

Holly is committed to our Constitution and the Republican party. She has served as a precinct leader, El Paso County GOP office manager, delegate to county and higher assemblies, many Republican leadership positions, and is a dedicated volunteer.


Dedication to Family and Self


Holly and Wayne have been married for thirty years and have four children and one grandchild. All children are graduates of Academy School District 20, three are college graduates, and one will graduate from college in 2019. Holly has a BA in American Government from the University of Virginia. In 2007 she graduated with her Masters of Public Administration from the University of Colorado at Colorado Springs. In her spare time, she is an accomplished pianist and organist and leads her choir at church.
